Nous avons participé pour le compte du Centre du Droit de l'Environnement de l'UICN à la réalisation d'une étude juridique comparative des projets de Loi-cadre environnementale en République Démocratique du Congo. La difficulté dans une telle démarche est de réorganiser des législations sectorielles, souvent incomplètes ou périmées, les institutions et les aspects financiers autour d'un "chapeau" de règles et de principes contemporains, assez pratiques pour parvenir à l'"intégration" des politiques recherchée, ainsi que la transposition des obligations internationales. L'UICN et le PNUE étudient avec la RDC l'opportunité d'un programme en droit de l'environnement complet, comprenant de la formation de professionnels, le développement de curricula en droit de l'environnement à l'Université, etc.

Ecocy participated with IUCN's Environmental Law Centrer in the making of a comparative legal study on environmental framework law projects in the Democratic Republic of Congo. Difficulty in such exercice is to rearange sectoral legislation, mostly outdated and uncomplete, institutions and financial aspects around a set of contemporary organizing rules and principles, as practical ways to achieve "integration" of policies, as well as transposition of international obligations. IUCN and UNEP are further studying with the country opportunities for a fully fledged program in environmental law, comprizing training of profesionnals, curicula in environmental law, new legislation, etc.
